The surf report is an accurate maritime forecast tool

Wind and wave forecasts are based on ocean buoys strategically set in several water locations.These buoys provide detailed information about the present maritime and air conditions (temperature, pressure, precipitation, humidity, wind speed and direction, swell size and period) which are sent for analyzed for future forecasts.
Surfers and sailors often depend on trustable surf reports to decide if maritime conditions are trustable to relax, train, compete and travel. A good surf report is often critical to decide if a lay day is declared or if a big wave competition should be given green light in a precise day.
Today, surf reports are everywhere and provide quite accurate information for any surf or wind spot. Although surfers (surf and bodyboard riders) and sailors (kitesurfers and windsurfers) have different maritime needs, both depend on wind and wave height in order to get the best riding conditions. Wind affects waves and waves affect sailing.
A surf report is not a 100% accurate maritime weather forecast tool. That would be astrology. As surf reports represent interpretations, each surf report site will have tuned the weather algorithm in each own way. Also, Mother Nature might decide to change the course for a tropical storm in the last minute, introducing errors in the initial maritime forecasts.
That's why, in many cases, the offshore earth wind that surfers and sailors were expecting turns out to be the opposite way - onshore breeze delivering close out waves. The best surf reports have added tweaks that diminish the probability of delivering errors or simply present a balanced forecast.
What are the best surf reports in the world? Is a surf forecast as precise for USA like it is of Australia, United Kingdom, France, Spain or Canada? How different is a surf report from a country's official weather forecast organization?
